Ken Mitchell believes in duty and serving his country. While serving in the armed forces, he was recognized for his exceptional leadership and dedication. His military service taught him to work with diverse teams and strengthened his desire to impact the world and serve his community positively.

Winchester City Government
Chip Newcome is running to represent Ward 1 on the Winchester City Council. Currently an English teacher and Debate Coach at John Handley High School, Chip has been teaching Virginia high school students for over 20 years. He is committed to ensuring equity in education and supporting all Winchester teachers, students, and parents.
John Hill has served the residents of Ward 2 on the Winchester City Council since 2008. A former school counselor, John believes that everyone deserves an equal opportunity to access a quality education and have a strong advocate for their best interests on City Council.
Phil Milstead is running for re-election in Ward 4. He is a vocal defender of democracy and is working to ensure that Winchester City government and schools are fully funded to best serve all residents of the City.
